Zhaoqing Huaiji Power Supply Bureau in contact with the water supply and other eight technical business housing project tender notice
The engineering supervision for eight technical business houses, including the Qiqing Water Supply Bureau under the Zhaoqing Huaiji Power Supply Bureau, has been approved by the Huaifa Development and Reform Bureau and other relevant units with documents such as Huaifa Investment [2017] No. 342. The project construction has been completed. The project is managed by the Zhaoqing Power Supply Bureau of Guangdong Power Grid Co., Ltd. Funding for the construction comes from self-owned funds and bank loans. The tendering entity is also the Zhaoqing Power Supply Bureau of Guangdong Power Grid Co., Ltd. The project now meets all the necessary conditions for bidding. A public bidding process for the construction supervision is currently underway.
2. Project Overview and Scope of Tender
2.1 Construction Site: Zhaoqing City
2.2 Construction Scale: This project involves eight technical housing projects under construction at various power supply stations, including the Qiaison Power Supply Station of the Huaiji Power Supply Bureau, the Ganshao Power Supply Station of the Huaiji Power Supply Bureau, the Wuhe Power Supply Station of the Guangning Power Supply Bureau, the Xinyi Center Power Supply Station of the Deqing Power Supply Bureau, the Jindu Power Supply Station of the Gaoyao Power Supply Bureau, the Fengkai Power Supply Bureau, the Central Power Supply Station, the Jiushi Power Supply Station of the Deqing Power Supply Bureau, and the Shiqi Power Supply Station of the Guangning Power Supply Bureau. 2.3 Planned Duration: 306 calendar days, with the planned start date on March 1, 2018, and the scheduled completion date on December 31, 2018. (The actual start and completion dates will be based on official reports).
2.4 Scope of Bidding: The supervision covers the entire construction process, including pre-construction preparation, construction, final settlement, defect liability period, and warranty period. The use of the project information management system as required by the construction unit is mandatory. For more details, please refer to the tender documents.
2.5 Tender Division: This project is divided into one single bid section.
3. Qualification Requirements for Bidders
3.1 The bidder must have independent legal person status and hold a valid business license.
3.2 Qualification Requirement: Must possess engineering supervision qualifications or higher-level supervisory qualifications for housing construction projects.
3.3 Supervising Engineer Requirement: The registered supervising engineer must have a valid practicing certificate, and the employing unit must be listed in the bid application.
3.4 Credit Requirement: The bidder should not be restricted from participating in bidding activities by the local government or by China Southern Power Grid Co., Ltd. or Guangdong Power Grid Co., Ltd.
3.5 Consortium bids are not accepted.
3.6 Additional Requirements: If the bidder, including its principal, agent, or any related entity involved in sales, labor, or service relationships, has engaged in any illegal activities within the China Southern Power Grid Corporation system, it will not be allowed to participate in the company’s tendering activities for a specified period. The specific duration is determined based on the records and handling of bribery information provided by suppliers of China Southern Power Grid Co., Ltd. These provisions are implemented in accordance with the relevant measures.
