Zhaoqing Huaiji Power Supply Bureau in contact with the water supply and other eight technical business housing project tender notice

The engineering supervision project for eight technical business houses, including the Qiqing Water Supply Bureau of Zhaoqing Huaiji Power Supply Bureau, has been approved by the Huaifa Development and Reform Bureau and other relevant units under document number Huaifa Investment [2017] No. 342. The project construction has been completed. The responsible entity is the Zhaoqing Power Supply Bureau of Guangdong Power Grid Co., Ltd. The funding for the project comes from self-owned capital and bank loans. The tenderer is also the Zhaoqing Power Supply Bureau of Guangdong Power Grid Co., Ltd., and the project is now ready for public bidding.

2. Project Overview and Scope of Tender

2.1 Construction Site: Zhaoqing City

2.2 Construction Scale: This project involves eight technical housing projects across several power supply stations, including the Qiaison Power Supply Station of Huaiji Power Supply Bureau, Ganshao Power Supply Station of Huaiji Power Supply Bureau, Wuhe Power Supply Station of Guangning Power Supply Bureau, Xinyi Center Power Supply Station of Deqing Power Supply Bureau, Jindu Power Supply Station of Gaoyao Power Supply Bureau, Fengkai Power Supply Bureau, Central Power Supply Station, Jiushi Power Supply Station of Deqing Power Supply Bureau, and Shiqi Power Supply Station of Guangning Power Supply Bureau. 2.3 Planned Duration: 306 calendar days, with the planned start date on March 1, 2018, and the scheduled completion date on December 31, 2018. (The actual start and completion dates will be based on official reports.)

2.4 Scope of Tender: The supervision will cover the entire process of construction, including pre-construction, construction, completion settlement, defect liability period, and warranty period. The use of the project information management system as required by the construction unit is mandatory. For more details, please refer to the tender documents.

2.5 Tender Division: This project is divided into one single bid section.

3. Qualification Requirements for Bidders

3.1 The bidder must have independent legal person status and hold a valid business license.

3.2 Qualification Requirements: Must possess engineering supervision qualifications or supervisory qualifications for housing construction projects at level C or above.

3.3 Supervising Engineer Requirements: The registered supervising engineer must hold a valid practicing certificate, and the registration unit must match the bidder’s application.

3.4 Credit Requirements: The bidder must not be restricted from participating in bidding activities by the local government, China Southern Power Grid Co., Ltd., or Guangdong Power Grid Co., Ltd.

3.5 Joint bids are not accepted.

3.6 Additional Requirements: If the bidder, or any related entity such as an agent, subsidiary, or affiliated company involved in sales, labor, or service relationships, has been involved in any illegal activities within the China Southern Power Grid Corporation system, the bidder will not be eligible to participate in this tender for a specified period. The duration is determined based on the records and penalties issued by China Southern Power Grid Co., Ltd. The provisions of the Measures shall apply accordingly.

4. Acquisition of Tender Documents

4.1 Interested bidders are requested to purchase the tender documents during working hours from 09:30 to 11:00 and from 14:00 to 16:00 (Beijing Time) between December 14, 2017, and December 19, 2017.
